Biographical / Historical
Launched in 1970, the In-Community Treatment Program (ICTP) sought to rehabilitate delinquent youth aged 15 to 17 using the Guided Group Interaction (GGI) model, which was originally developed by Dr. LaMar Empey and implemented in various urban communities throughout California. The GGI approach was based on the belief that delinquent behavior stemmed from group dynamics and could only be changed within a restructured peer group. The program also included observations of two other therapeutic models: Actualizing Human Potential (AHP) and Rational Emotive Therapy (RET).
ICTP targeted multiple offenders referred by the Family Court as a condition of probation, with preference for those no longer in school. The program guided at-risk youth to follow community laws and reduce substance abuse by fostering self-esteem, academic achievement, social adjustment, and vocational readiness through a structured program of counseling, education, physical activity, and community service. Participants were evaluated based on measurable outcomes such as attendance, academic progress, career planning, social behavior, and reduction in drug use. The program operated through the Learning Center using individualized instruction and behavior-based incentives, alongside group therapy and recreational activities, typically involving youth for 6–12 months followed by a three-month outpatient follow-up.
Successful outcomes included students refraining from reoffending, earning academic credits, and achieving their educational and personal behavioral goals. Long-term outcomes involved re-enrolling in school, graduating from high school or an equivalent diploma program, and pursuing employment or post-secondary/trade education.
